There is a number of reasons for this error:
Check that the GST Number in Setups, Company Setups, Company Options matches the number registered with IR.
The connection between Attaché Online and the IR Gateway might be blocked. Check that your proxy server setting, firewall or anti-virus software is not blocking the connection.
The connection to the IR Gateway may have timed out. Wait 30 minutes and retry.
Check that cloud connector is connected properly as it could be disabled.
If the above are all correct, try the following. You will need access to your Attache server to restart the services:
Remove the GST Number in Company Options as above.
Restart the Attache API service. See: Restart/check the Attaché services are running.
Enter the GST Number back into Company Options and either wait 5 minutes or restart the services again.
Access Payday Filing.
